New wordmark for Lt. Governor site

in this release, with the induction of a new Lt. Governor, we updated the site's wordmark to read "Lieutenant Governor of Georgia". 

Webform Updates

We modified the behavior of the Checkbox Webform element to make the "Default" display of the Checkbox Title match the display you see when you set the display to "After."
